दुनिया बदल रहा है। भारत भी बदल रहा है। वैसे तो बदलाव की बात करना आवश्यक नहीं है क्योंकि दुनिया कब नहीं बदली। वहरहाल भारत को विदेशी नीति के सन्दर्भ में देखा जाना चाहिए कि बदले विष्व की दिषा क्या है, बदलाव के प्रमुख अव्यव क्या है। राष्ट्रीय हितो की रक्षा के लिए इनकी पहचान और उनका सही आकलन जरूरी है।
